Anyone who had something of great value stolen from him would try to get it back. Even if that person had to go to high risks to reclaim what was theirs. In the book The Hobbit, a hobbit named Bilbo Baggins, a wizard named Gandalf, and thirteen dwarves have to get back their lost treasure that a character named Smaug stole. To reclaim their treasure they have to travel a long distance to the Lonely Mountain where Smaug is hiding . Throughout their journey they encounter many life-hindering experiences. Dangers and obstacles pop up everywhere. The reason why this group goes to such great lengths to get their treasure is because of one reason, which is their motivation of lust. Lust created the conflict in this story. The conflict is the most important literary element because it directly affects everyone in the story. There are many conflicts, but the main one is between the dwarves and their lust for their lost treasure that Smaug has stolen. This conflict creates the basis for the story. Plus, there were conflicts added on because of this main conflict. Their journey to the Lonley Mountain consisted of one conflict after another. Even though the conflicts on their journey are not as important as the main conflict, they are what make this book interesting. Tolkien's choice of the main conflict is not the most creative. It is based upon the traditional story of "going out and taking back what is yours." If I had to choose something I didn't like about the book, it would be this simple plot. It is a good thing he added such adventurous conflicts to this story, otherwise it would not be a good piece of literature. Through the conflicts in this story, the author has a lesson for the reader. The lesson is if one wants something bad enough, he must be ready to suffer the consequences. To claim the treasure the group has to go through a lot. Some examples of this are being abducted by an army of goblins, being captured by giant spiders, and being captured by woodland elves. If a person has a goal for himself, he too will have to go through hard times. The only way the group succeeded is by having lust and pride drive them on. A person with a goal must also have something to drive him towards his goal. Lust is what carrys them to their goal.

Local governments are potentially very important for Nigeria as they play a significant role in generating revenue and encouraging civil involvement, as well as creating a visible link between taxes and service delivery. The increasing cost of running government coupled with dwindling revenue has left various local governments in Nigeria with formulating strategies to improve the revenue base. Despite the numerous sources of revenue available to the various tiers of government as specified in the Nigeria 1999 constitution, since the 1970s till now, over 80% of the annual revenue of the three tiers of government comes from petroleum. However, the serious decline in the price of oil in recent years has led to a decrease in the funds available for distribution to the states and local governments. The need for state and local governments to generate adequate revenue from internal sources has therefore become a matter of extreme urgency and importance. The need underscores the eagerness on the part of state and local governments and even the federal government to look for new sources of revenue or to become aggressive and innovative in the mode of collecting revenue from existing sources. The general concern over the seemingly slow development of the rural areas in Nigeria has created a doubt as to the relevance of local governments in Nigeria whose primary function was to effect a representative government faster to all areas of the state land. Inadequacy of funds for various developmental projects stands as the cause for these shortcomings despite the increasing revenue allocation from the Federation accounts to the local governments. Hence the reason for the various avenues granted the local governments to generate revenues themselves. This essay is being carried out to appraise and evaluate revenue generation in the local governments, particularly the internally generated revenue (IGR) to point out its adequacies, inadequacies and give recommendations where necessary. It study seeks to:- * Identify the various sources of internal revenue available to local government council; * To examine the prospect of improving the internally generated revenue of local government council; * Spotting of factors militating against effective revenue collection in the local government; and * Proffer solution to identified problems. Good governance is good money. Revenue generation can play a significant role in improving local government efficiency and reducing local government dependency. The theory of public finance is a field of economics that is concerned with paying for collective or governmental activities, and with the administration and design of those activities. The proper role of government provides a starting point for the analysis of public finance. In this view, public sector programs should be designed to maximise social benefits minus costs, then revenues needed to pay for those expenditures should be raised through a taxation system that creates the fewest efficiency losses caused by distortion of economic activity as possible. In the light of the above, the focus of this essay is on revenue generation in local government councils with particular reference to Ikenne local government, Ikenne. This work will embrace an examination of the internal and statutory source to the total revenue. This work was intended to cover all the twenty (20) local government in Ogun State, but because of limited time frame and the unavailability of some records due to negl igence on the side of the staff, the focus will be on Ikenne Local Government only. This work will begin with the intention of developing an initial understanding of the opportunities and potential for revenue generation. To do this, the revenue generation constraints faced by local governments, perceptions of local governments, the importance of revenue, various revenue generation and service delivery will be appraised. This study will attract data from both primary and secondary sources. The data from primary sources will include those obtained from personal interviews. Secondary data would be obtained from budget speeches of council chairman, existing records in the council, journals, and CBN annual financial publications.

In the economic revolution, Heilbroner explains what factors affect the organization of society. The first way is tradition; professions are passed down from father to son generation to generation. The second way of organizing society was based on command/authoritarian. If things were not getting done, the dictator had the authority to use whatever means necessary to get tasks finished. For example, Heilbroner explains how the pyramids of Egypt and the Five Years Plans of the Soviet Union didn’t come into existence voluntarily, but because Russia and Egypt were both command societies, and they ensured economic survival through punishments dictated by the authorities. The third method of organization and survival came â€Å"upon the development of an astonishing arrangement in which society assured its own insurance by allowing each individual to do exactly as he saw fit—provided he followed a central governing rule† (14). Thus, the market system came about. Before this idea, personal gain was non-existent because people only grew up to simply survive; work was a means to an end. The concept of gain didn’t exist yet because the idea of a nation had not fully emerged, and the Catholic church condemned personal gain as the enemy. However, it finally started to emerge as nationalism increased, separation of secular and spiritual life came into play, businessman became valuable, and the people became eager to advance intellectually. Markets gave the meaning to means of production: land, labor, and capital. Adam Smith contributed to the economic world by exploring the concept of self-interest and â€Å"The Invisible Hand.† The invisible hand acts a force that promotes society. He believes that not everything must be planned to be orderly; order will emerge as a consequence of the interactions of individuals. Everyone is led by an invisible hand to â€Å"promote an end which was no part of his intention† (Handout). Smith also states how humans are selfish and no one does anything out of kindness, but they do it out of their own best interest. When trying to persuade someone, we make it seem as if it will benefit them to do us a favor. He believed humanity will eventually outstrip natural resources because population will outnumber everyday things such as land and water.
